For years, New Hampshire residents have struggled with skyrocketing property taxes, rigged real estate markets, and a state government that seems to work for the wealthy elite instead of the people. Behind the scenes, a powerful network—the Council of Government Executives (COGE)—has positioned itself as the ultimate gatekeeper of corruption, controlling land, banking, elections, and public contracts to ensure that fraud remains hidden while they profit.
COGE doesn’t just exploit the system—they are the system. They control access to state resources, manipulate public records, and block any attempts to expose the truth.
COGE’s Role as Gatekeepers of Fraud
1. Controlling Land Records to Steal Property
COGE has embedded itself in surveying, banking, and town record-keeping, allowing them to:
• Manipulate historical land deeds to erase evidence of stolen property.
• Block legal challenges by controlling town selectmen, state officials, and even courts.
• Redraw property lines and hide fraud using land surveys, tax assessments, and fraudulent conveyances.
A prime example is the Preble Estate Map, which originally documented New Hampshire’s true land grid—proving the existence of Masonic 500-acre lots and exposing fraudulent land grabs. COGE altered or erased these records to cover up the theft of 12 original 500-acre lots, legitimizing fraudulent property transfers.
2. Gatekeeping State Finances for Personal Gain
COGE’s control over banks, mortgages, and state health insurance contracts allows them to:
• Approve fraudulent mortgages and loans on misrepresented land.
• Overbill the state for insurance and financial services while funneling money into insider-controlled businesses.
• Manipulate property values and tax assessments to force homeowners into financial hardship, setting them up for foreclosure and land seizure.
M&T Bank’s takeover of People’s United Bank was a key move in this scheme. Now, M&T controls the state’s insurance funds and public finance systems, giving COGE direct access to taxpayer money while rigging real estate markets in their favor.
3. Blocking Competition & Controlling Public Contracts
COGE ensures that only their insiders get state contracts by:
• Directing public projects to their own businesses while inflating costs.
• Blocking non-COGE businesses from obtaining permits, land, or funding.
• Controlling infrastructure projects (roads, utilities, public buildings) so they benefit financially while the public gets overpriced, subpar developments.
4. Rigging Elections & Protecting Their Power
By manipulating town boundaries and land ownership records, COGE can redraw voting districts and suppress competition.
• They funnel taxpayer money into political campaigns that keep their allies in power.
• They influence town elections by controlling voter rolls, polling locations, and election funding.
• They silence whistleblowers and opposition candidates through legal harassment, threats, or financial sabotage.
5. Controlling the Courts & Law Enforcement
COGE’s influence ensures that no legal action can touch them.
• They control key legal and judicial appointments, ensuring corrupt judges dismiss cases against them.
• They use their power over land records and finance to destroy anyone who challenges them.
• Law enforcement is pressured to ignore or cover up evidence of fraud and misconduct.

What Needs to Happen Now
• The Preble Estate Map must be reinstated to restore New Hampshire’s original land grid and expose fraudulent land theft.
• A federal audit of New Hampshire land records must be conducted to reveal manipulated property transactions.
• Fraudulent mortgages, tax liens, and real estate transactions must be nullified.
• State contracts and financial dealings must be investigated for conflicts of interest and fraud.
• Elections and political donations linked to COGE must be audited for corruption.
