Cooking the Books in Ossipee: How a Court Order Turned Into Fraud



On November 28, 2023, the Town of Ossipee showed up at my property with a court order in hand. The order claimed they had authority to remove an “Accessory Dwelling Unit” (ADU). What followed wasn’t just demolition — it was a case study in how a town can misuse power, pad the books, and then hide behind paperwork.





Step 1: Inflating the Labor


The Town’s official work order billed me for 12 employees, 6 hours each — a total of 72 hours.


But here’s the reality:


  • My timestamped photos prove the crew was on site from 9:16 AM to 11:42 AM.

  • That’s under 3 hours total, not 6.

  • Actual hours worked = 36 hours, not 72.



➡️ They doubled the hours to instantly inflate the bill.





Step 2: Inflating the Pay Rates


The Town didn’t stop with hours. They also charged above their own pay scale:


  • A truck driver who earns $25/hr was billed at $43/hr.

  • A police officer who earns $31/hr was billed at $47/hr.



Multiply that across 12 employees and the result is about $200 extra per worker — thousands in overcharges, built right into the bill.





Step 3: Making Fuel Into a Profit Center


And then there’s the police cruisers. The bill included charges for fuel, as if the cruisers idled for 6 full hours.


The truth? The vehicles were only there for under 3 hours. Fuel use at idle is minimal. Unless Ossipee has secretly built the world’s thirstiest squad cars, these fuel charges were pure fiction.





Step 4: Misusing the Court Order to Collect


The padded bill wasn’t just an internal mistake. The Town then used the inflated charges to collect money from my bank.


How? By misrepresenting the charges as tied to my property’s assessment value going up. In reality, they destroyed property value by tearing down the ADU — then disguised it as if the increase in cost was justified.


This is not just sloppy accounting. This is wire fraud — knowingly transmitting false information to extract money.



The Bigger Picture


Here’s what happened in plain English:


  1. The Town misused a court order to justify tearing down a building.

  2. They padded the labor hours.

  3. They inflated pay rates.

  4. They fabricated fuel charges.

  5. They lied to my bank to collect on the bill.


All of this was hidden under the appearance of “official business.”




Why It Matters

This isn’t just about me. If the Town of Ossipee can:


  • Misuse a court order,

  • Cook the books,

  • Bill at inflated rates,

  • And disguise it as legitimate tax or assessment activity…



…then every taxpayer and property owner is vulnerable.


This is why I am documenting every detail, down to the photos, work orders, and pay scales. Fraud is fraud, whether it’s a Wall Street bank or a small-town select board.
